BILL S-205 Former Senator Jerry Grafstein's Senate BILL-S-205 (previously S-210)
is a “Made in Canada” initiative to help prosecute organizers,
teachers and sponsors of Suicide Bombing. It amends the Criminal
Code to clarify that Suicide Bombing falls within the definition
“terrorist activity” and would be an example to the world.
This is the wording of BILL S-205 (including government amendments)
passed unanimously by the Senate in June 2009:
Her Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:
1. Section 83.01 of the Criminal Code is amended by adding the following after subsection (1.1):
(1.2) For greater certainty, a suicide bombing is an act that comes within paragraphs (a) and (b) of the definition "terrorist activity" in subsection (1) if it satisfies the criteria of that paragraph.
2. This Act comes into force on the day to be fixed by order of the Governor in Council.
The Bill must pass three Readings in the Senate and House of Commons.
Read Grafstein’s speech quoting the Koran, the Bible and the Gospels, and speeches
in support by Senators Romeo Dallaire, Art Eggleton and Hugh Segal.
